中文期刊也有不收钱的，但是不收钱的靠质量。写得好的话可以试试。一般大学学报就不收钱。
电汇一般3-5天对方银行就可以收到，你电汇后可以把汇款单子扫描后用Email 发给编辑部，让他们给你invoice，但据我所知invoice一般在编辑部让你汇款就给你了，也有可能汇了款再给的！
