高水平SCI期刊
很多啊，首先你敢这么问，证明你写的文章肯定很不错，
InternationalOrthopaedics(IO)也是不收费的sci期刊。IO是1977年创办的同行评审的SCI期刊，可选择性OpenAccess。被WebofScience（SCIE）、PubMed等数据库收录。IO接收以下领域的文章：康复、整形外科、骨科、运动医学、骨科临床手术或与骨科相关的基础研究等。
SCI四区是相对于其他几个区，二区，三区，含金量低一些，分低一些，但这不是说SCI四区就是给钱就能发，你这把SCI想成啥了。就说现在的普刊吧，知网收录的，很多审核也是挺严格的。我去年找淘淘论文网安排的SCI四区的，也是过了2个月他们给修改了几次才审核通过。不容易的，没有给钱就能发这一说。
确实有很多期刊是不收费的，不过是不是大多数就不知道了，有些很不错的杂志也是收费的有些没有版面费但是彩图收费，
国外的？不是很清楚国外的，只清楚国内的。国内的一般都要收取版面费的，

别说是核心期刊，就是一般期刊，都几乎没有不收版面费的，而且核心期刊很多还要收审稿费，中国雷达，这个期刊，不收版面费，而且给稿费，优尔设计论文网，提供工科信号处理类论文写作，博士论文硕士论文写作
现在大众类健康类期刊，大多不收版面费。比如河南的医药卫生报、家庭医学等等刊物，只要你认证，就能找到好的不收版面费的期刊。

晕，审稿费不要钱已经不错了，还想版面费都免啊，那样的期刊级别都不太高了。我还真不知道什么好期刊不要钱，要是发表学术论文也不敢随便投啊。
