论战略管理会计在西部大开发中的运用 我国西部地区资源丰富，市场潜力巨大。搞好西部大开发有助于扩大内需、推动国民经济持续增长、促进各地区经济协调发展、加强民族团结、维护社会稳定和巩固边防，同时也将给企业带来无限商机。本文将从西部地区现状、西部大开发赋予企业的机遇、恰当运用战略管理会计投入西部大开发等方面，论述企业如何从战略的高度综合考虑本企业、竞争对手、顾客等各方面因素，在西部大开发中取得长足发展。 我国西部十省区，幅员辽阔，资源丰富。面积占全国总面积的5陆.吧吧％。全国已发现的一陆0种矿藏在西部地区均有发现。改革开放以来，西部地区经济发生了巨大变化。经济总量、地区经济增长速度、经济结构、技术结构以及人民生活水平，都取得了可喜的成就。然而，西部地区经济发展落后仍是不争的事实，与东部沿海地区的差距仍在逐步扩大。不仅GDP总量占全国的比重由一9漆吧年的一漆％下降为一99漆年的一四.吧％，人均GDP、人均收入、吸引外资额与东部的差距也逐年拉大，在观念、知识、信息、教育、技术和体制方面也与东部存在明显的差距。 一、西部大开发带给企业的发展机遇 一、优惠的国家政策。西部大开发是一项宏伟的社会经济系统工程，是一项要长期坚持实施的重大战略决策。为此，国家将出台一系列优惠政策增加对西部地区的财政投入，为西部发展提供启动资本，并以其他非直接投资的方式，如优惠贷款、低税率等，降低西部地区市场主体的运行成本。还将扶持非公有制经济的发展，鼓励民间资本和外国资本在西部创业，加大吸引外资的力度，放宽外资对企业的持股政策。 二、基础设施将得到改善。西部大开发把基础设施建设作为开发的基础。交通部重点规划建设吧条公路通道，总规模约一.5万公里；铁道部在“十五”期间，西部铁路预算将达到一.吧万公里；通讯、广播电视、水利开发等也在酝酿之中。地方政府也将基础设施建设作为重中之重。 三、生态环境将得到保护和建设。中央已确立“退耕还林，封山绿化，以粮代赈，个体承包”政策；陕西今年计划完成退耕还林三00万亩，造林合格面积陆00 万亩，治理水土流失漆，000平方公里；甘肃计划从现在到二0一0年，种树种草吧，000万亩；内蒙古启动大兴安岭天然林保护、国家生态重点县建设、“三北”防护林建设、防沙治沙、退耕还林还草等五大生态工程；青海将突出抓好长江源头、黄河源头、环青海湖地区、东部干旱地区、龙羊峡库区和柴达木盆地等陆个区域的生态环境保护工作。 四、企业资金缺口将得到改善。西部公司由于股本偏小，加上交通、通讯设施和资源利用条件的局限，影响了其筹融资能力。随着政策向西部倾斜，一系列优惠政策将有利于资本向西部集中。西部大开发不仅可以使上市公司在市场上筹集到更多的资金，国家财政和来自国内外的投资企业也将对西部注入巨资。 5、先进技术、经验和优秀人才将大量涌入。随着西部大开发的推进，各项优惠政策的落实，基础设施建设的完善和生态环境的改良，西部丰富的资源将得到更好的开发和利用，西部创业的软、硬环境将越来越好，这无疑会吸引更多企业到西部发展，更多人才到西部创业，他们同时也将把大量高新技术、先进经营管理经验和崭新观念带入西部。 陆、有许多可以借鉴的经验。西部开发有许多有益的开发经验可以借鉴：经过二0多年的改革、建设和探索，东部地区已积累大量成功经验；国外有许多开发落后地区的经验可资利用，如美、日等国强调科技因地因时地选择开发重点的经验，两德合并后对东部地区开发的经验以及巴西、意大利的经验等。 二、在西部大开发中树立战略管理和战略管理会计观念 战略管理的观点认为：企业总是处在不断变化的内部和外部环境中。经营条件的复杂性和多变性迫使企业必须从战略的高度对本企业及其竞争对手进行仔细分析，以战略的眼光审视自身的优势和劣势，审视竞争对手的优势和劣势，同时考虑到市场资源的供应和顾客对本企业产品的需求，从长远的观点确定企业战略目标，制定战略计划，并以此目标统一指导企业各个层面的行动，实现企业长期价值最大化。为此，不仅要充分研究企业所处的内部环境——包括企业所拥有的资源（物质资源及人力资源）、产品市场占有率、新产品创新能力、市场开发潜力、企业内部经营管理水平、企业集团的整体创业团队精神等，还要深入研究企业所处的外部环境 ——包括竞争者所拥有的资源、产品状况和发展战略、投融资环境、客户信息和政府信息等。而为这些研究提供服务的会计就是战略管理会计。 战略管理会计一改传统管理会计只注重内部而忽视环境变化的弊病。它从全球范围和长期发展来看待企业的行为和目标，时刻关注跟企业息息相关的市场环境变化及其对企业的影响。它不仅收集、加工、整理、报告企业和竞争对手的信息，更注重研究与竞争对手相比，企业自身的优势。通过研究本企业产品和劳务在其生命周期中所能实现的、客户所需求的价值以及价值在企业内部的形成过程，从长远的观点来看待企业的总收益。概括起来，战略管理会计具有以下特点：（一）以外部信息为核算重点，以取得长期战略竞争优势为核心目标。（二）注重分析研究本企业、顾客和竞争对手所组成的“战略三角”，及时向企业管理者提供多样化信息。（三）强调价值链分析法，既强调企业内部价值链分析，也强调企业外部价值链分析和同业竞争优势价值链分析。（四）不仅重视对财务资料的分析，更重视对其他相关的非财务资料的分析研究。（5）以实现企业长期价值最大化为最高目标。（陆）以战略目标为预算编制的起点，统领企业各项工作。（漆）注重企业整体性，提倡团队精神。 三、恰当运用战略管理会计投入西部大开发 一、恰当评估本企业目前在国内、国际市场上的定位。 首先，必须正视企业的优势。如新疆、宁夏等地区，企业拥有丰富的煤、气、油资源，资源优势是明显的，进一步加强对能源的开发、利用和深加工，可谓抓住了自身优势；陕西、四川、贵州等地，科研力量集中，原有的军工企业基础较好，对发展航空、航天、核能等高技术企业有利；西安、重庆高校集中，科研资源优势明显，企业可以充分加以利用。其次，要充分看到企业的不足，如产品单一，设备老化，资金、技术、人才匾乏，内部组织机构不够健全，缺乏科学的管理经验等。正确审视这些劣势，进行深入细致地分析，从战略的高度加以改进，对短时期内不可避免的则努力通过其他工作加以弥补。只有正确把握自己的优、劣势，正确把握自身的市场定位，才能制定正确的战略目标，更好地开展下一步工作。 二、结合西部大开发良好的软、硬环境，制定企业长期战略发展目标。在西部大开发中，交通、通讯、基础设施、生态环境等投资硬环境和工商、税收、管理、人才、机制、社会保障等投资软环境将大为改观，企业应充分利用这一良好的发展机遇，在明确自身市场定位的前提下，积极制定长期战略发展目标。以企业目前所处的竞争地位为起点，明确今后较长时期内企业生产经营的发展方向和应该达到的各项目标：包括项目的引进和开发，产品的创新和升级，人才的引进和培育，资金的融通和利用，机制的建立和健全，科技成果的利用和转化，以及市场的占领和开拓等。 三、紧紧围绕本企业、竞争对手、顾客组成的“战略三角”，研究竞争对手，寻找合适的合作伙伴。在认清市场定位并制定企业长期战略发展目标以后，接下来的具体工作就是紧紧围绕本企业、竞争对手、顾客组成的“战略三角”，研究竞争对手，寻找合适的合作伙伴。顾客的需要就是企业的使命，只有进行充分的市场调查，跟踪研究市场消费动态，根据顾客需要适时调整产品结构和性能，才能使企业保持恒久的发展活力。企业的生产经营可以看作是为了最终满足顾客需要而设定的一系列作业的集合体，最终产品凝聚了相关作业上创造的价值。这一价值的大小直接关系到顾客对产品的取舍，关系到企业竞争地位的优劣。另外，要加强对竞争对手的研究：包括对方所拥有的资源（尤其是人力资源，它与企业发展潜力关系巨大），产品构成（尤其是价值链构成，它与竞争优势关系密切），市场占有及开发状况，研究开发费用投入状况，长期战略发展目标，以及合作伙伴的相关信息等。在西部大开发中，企业应充分利用本身的资源优势，寻找在资金、技术、管理、人才、市场方面有优势的合作伙伴，实现优势互补，共同发展。 四、按市场规律办事，积极开拓市场。战略管理会计以提高企业竞争力为核心目标，而市场的不断拓展是企业竞争力提高的最佳证明。为此企业应以市场为导向，走市场开发的道路，企业不仅要在西部求发展，在中国求发展，更要到国际大市场中去不断寻求生存和发展空间。光有资源、技术、优质产品是远远不够的，良好的市场营销才是产品驰骋市场的助推器，能否在巩固已有市场的前提下不断开拓新市场，直接关系到企业的前途命运。因此，企业一方面要加大新产品开发的力度，以优质产品夺市场，另一方面要不断推出新的市场策略，包括营销策略和服务策略，开拓市场、巩固市场，不断提高产品的市场占有率。 5、建立本企业战略信息库，培养自己的战略管理会计师。西部大开发是一项伟大的社会经济系统工程，处在这一伟大工程中的企业，其内外经营环境是不断变化的，企业必须从战略的高度去审视这些变化，并不断改变策略适应这些变化。因此，有必要建立本企业战略信息库，培养自己的战略管理会计师。收集、加工、整理、分析、报告来自各方面的多样化信息，包括本企业和竞争对手的各类资料、相关企业信息、行业分析报告、国际市场行情、国际经济发展动态等，建立内容丰富的信息库。战略管理会计师则在企业进行战略决策时，对战略信息库进行筛选、加工、分析、总结，以一定的科学方法对众多信息进行再处理后报告给决策当局，为企业总体战略决策提供信息和智力支持，为企业保持长期竞争优势提供服务
贾瑞，贾府义学塾贾代儒的长孙。贾代儒如果有事，即命贾瑞管理学中之事。他是个最图便宜没行止的人，每在学中以公报私，勒索子弟们请他，后又助著薛蟠图些银钱酒肉，一任薛蟠横行霸道，才引起书房里的一通大闹。在宁府庆贾敬寿宴时碰上凤姐，又动了勾引之意。王熙凤假意与他周旋，最后，贾瑞丧命于王熙凤设计的相思局。 红楼梦前八十回中曹雪芹即已明确予以交待最终命运的人物可谓少之又少，因而对于红楼这样一部包含着无尽“隐情”的伟大著作来讲，去研究这些相对明朗人物的活动方式，思想过程不失为理解红楼梦的一条捷径，同时其中所包含的重要学术价值亦是不言而喻。但是长期以来贾瑞作为这种特殊人物中的一员，没有受到应有的重视，较少有人专门对他进行研究，给予特殊的关注。贾瑞的身世及成长过程，红楼梦第十二回给出了较为详细的交代，“原来贾瑞父母早亡,只有他祖父代儒教养.”贾瑞幼年丧亲，在祖父膝下成长，我们可以想象到这样相依相偎的爷孙关系会是多么的微妙亲密，从而必然使得贾代儒较之于一般的家长更加恨铁不成钢，尽心竭力养育好教育好贾瑞，一来告慰他早逝的父母，二来待贾瑞金榜题名锦衣还乡时候也能光宗耀祖。我们知道贾代儒是个贾族私塾的授业老师，执掌贾家众多子弟的学业，以贾家这样的百年旺族的声望与势力，所选老师绝对不可能是等闲之辈，用现在的话讲，不是院士水准，起码也得是知名老教授。书中说的也很清楚：“又知贾家塾中现今司塾的是贾代儒,乃当今之老儒”，所以对于贾代儒的学问我们毋庸怀疑。书中又提到“那代儒素日教训最严,不许贾瑞多走一步,生怕他在外吃酒赌钱,有误学业”，后来贾瑞一夜未回，就遭到了“打了三四十扳,不许吃饭,令他跪在院内读文章”的惩罚，说明贾瑞从小所受到的教育是极为严格而又十分正统的。这样的教育特殊的身世造就了贾瑞特殊的性格特点。第一：单纯中透着点愚气。这一点在第十二回中体现地尤其明显，王熙凤故意施以假言引贾瑞上钩，她那些话本没有什么很高明之处，如果对于一个稍有城府的人来说就能听出其中的三分异样，但贾瑞竟然“越发撞在心坎儿上，由不得又往前凑了一凑”，简直是傻气可掬。无怪脂砚斋也在旁批：“写呆人痴性活现”。到后来贾瑞上当空等王熙凤一夜之后，居然还相信她的鬼话，第二次按时赴约，最终丢了性命。傻得让人觉得好笑。第二：死板的儒家教育造就扭曲的性心理。从脂批称为“腐儒”的贾代儒身上，贾瑞接受的完全是典型的传统儒家教育，一个直接后果就是极度缺乏性教育。这一点在宝玉身上也得到验证，就是天天泡在女儿堆里的宝玉终究也是靠警幻仙姑面授云雨之法。试想，一个“二十来岁人”，正是性意识强烈萌发的时期，鲜明的作证就是，宝玉与袭人初试云雨时候的年龄还根本不到二十岁。而贾瑞由于贾代儒的严格看管几乎没有机会去重复宝玉的至于嫖娼就更不可能，因此除却“未免有那指头告了消乏等事”之外，他几乎没有地方去排解，结果使得压抑的性冲动愈加猛烈，终而形成一种病态心理。到最后使得他铤而走险，竟然不要命地去调戏母老虎王熙凤，至于为什么他选中了王熙凤，除去她美人胎子一样的模样之外，更有许多重要原因。(具体我将在另篇文章中加以分析)这是在这种已经畸形的心理支配下，使得贾瑞被王熙凤耍于股掌之中而毫不知情。第十二回中曹雪芹的描述极为入骨“贾瑞便意定是凤姐,不管皂白,饿虎一般,等那人刚至门前,便如猫捕鼠的一般,抱住叫道:‘亲嫂子,等死我了’说着,抱到屋里炕上就亲嘴扯裤子,满口里‘亲娘’‘亲爹’的乱叫起来”“贾瑞拉了自己裤子,硬帮帮的就想顶入”。当然造成这种后果，贾代儒难辞其咎，按照中国古代的传统，传宗接代是任何一个家庭个人头等的大事，但为什么贾瑞已经二十多还不给他娶亲？或许有人会猜测是经济状况的原因。这一理由是靠不住的。细读红楼，第八回中说到秦钟要到贾代儒门下读书，第一道程序就是“恭恭敬敬封了二十四两贽见礼”。试想，“现任营缮郎”的秦业尚且得“东拼西凑”，二十四两银子应该是不算少的。再加上如贾母所埋怨的“家学里之子弟太多”，所以以如此多的学生来推算，贾代儒的经济状况应该是相当不错的。也就是说，贾瑞没有娶亲不是经济上的原因。当然如果推断是贾瑞不愿意娶亲造成的就更加荒谬了。那么到底是什么原因呢？我认为最大的原因还出在贾代儒身上，以他的腐气，儿女情长之类的事情必定最使他厌烦。这样的教育观念注定了他不可能同意贾瑞早早地娶亲成家，而天天灌输“书中自有颜如玉”之类的道理，等待所谓“功成名就”时的最佳时候。以现在的观点来看，贾代儒的教育在这方面是完全失败的。鉴古思今，我们可以从中得到很多警示。
