国际学术期刊理是坚持理论联系实际的原则，坚持解放思想、实事求是、与时俱进，要研究重大现实问题，在实践中推动理论创新的学术期刊。国际学术期刊理所当然要坚持理论联系实际的原则，要坚持解放思想、实事求是、与时俱进，要研究重大现实问题，在实践中推动理论创新。但是，理论有时候会超前于实践，往往会与现行的政策有不一致的地方。不管是政治学、法律学和经济学都会遇到这种问题。由于害怕出导向性错误，一些刊物往往求平求稳，不敢刊发有创新性的观点。所以，有的学者说，正确的理论只能在适当的时机发表出来，说早了，会挨批甚至挨整；说迟了，落后于实践，也就丧失了其价值。国际学术期刊刊发的文献以学术论文为主，而非学术期刊刊发的文献则以文件、报道、讲话、体会、知识等只能作为学术研究的资料而不是论文的文章为主。现今国际知名的国际学术期刊非常多，比如先进材料（AdvancedMaterials）、爱思唯尔、政治与法律等等。虽然国际学术期刊一直在发展，但仍无法满足投稿者的需求。由于投稿数量的不断增加，在版面不变的情况下，大多数期刊采取了高退稿率的办法（通常高于50%）。除了应付投稿量大的压力外，这也是保证刊登文章的质量及时效的需要，文章的质量是期刊成功的保证。另外限制文章篇幅也是常用手段之一。另一方面，期刊的订阅量并未随期刊的发展同步增长。相反，许多图书馆减少了图书杂志的订数以缓解经费不足的压力。这使得期刊出版经费短缺，期刊的发展受到限制。版面费成为许多期刊重要的经费来源。投稿量大与经费短缺的压力，使得在著名期刊上发表文章的难度越来越大。文章发表与否，取决于审稿人及编辑对稿件的评价。这些评价包含了两个方面：首先是文章的内在构思，如设想、创新等，其次则是文章的外在写作，如表达、结构等。因此，在撰写科技论文时，文章必须作到“makerefereeshappy,makeeditorshappy”，才有可能顺利发表。

这一长串代码的话，一般人如果不仔细看的话，都很看不清楚。
这个期刊是山西省社会科学院主办的，2000-2004年是核心期刊，现在早不是核心了。这样的期刊不少，例如《企业导报》封面有中国企业经济类核心期刊,《中国集体经济》封面都有经济类核心期刊字样，都是一些普通期刊，不是核心期刊。
对核心期刊级别的认定，主要由你单位如科研处等认定。全国没有一个统一标准。一般来说，由国家及各部委等部门办的刊物，应为国家级刊物。而由省及省直属各部门办的刊物为省级刊物。比如，中国社会科学院，是部级单位，各研究所只能是司局级单位，但它们各自办的刊物，全是国家级重点核心期刊。所以很难较真。还是问问科研处吧。
《经济师》杂志是国内外公开发行的大型经济专业学术月刊，是中国期刊方阵双效期刊，全国经济类核心期刊，中国学术期刊综合评价数据来源期刊。被评为优秀期刊。
