国内有几大类文件是认可的：（1）知网、万方、维普3网可查（2）有cn或ISSN刊号上发表的刊物（3）国内或者国外公开发行的期刊（4）正规公开发行的学术期刊。

本科在读：评奖学金、评三好生，可在终测时加分考研、保研：可在复试中加分，提高通过率。出国留学：一般要求在国家级期刊上发表2-3篇文章。取得学位：国家二级、英语四级不过、挂科可发表论文代替；违纪处分也可发表学术论文抵消。研究生：评奖学金需要；研究生毕业要求在全国公开发行的期刊上发表论文方可毕业。教师：评讲师职称，晋副教授、教授职称均需要发表论文

一个学校一个专业一个要求。具体看学校的具体专业哪一级的研究生培养方案里的规定。
川大很多学院评奖学金时都有考虑加分因素的。评奖之前，学院会发一份详细的加分细则，成绩占一定比重，好像是百分之六十，然后就是各项加分，如证书（四六级），发表期刊文献，竞赛得奖，都会详细注明加多少分。最后根据总分数排名确定奖学金。
好的期刊对于学术的交流和科学的发展还是很有用的，例如SCI、EI、ISTP检索的期刊，文章的质量还是比较好的，基本世界上都能检索到。作用如下：一、像好多的大学要求研究生在研究生期间发表小论文，这就要求学生在科学中有创新综合的能力，能分析问题解决问题；二、促进中国科学的发展，期刊可以刊登不同的新颖的论文，百家争鸣百花齐放，推动学术的交流和发展。

有用没用得看学校要求，有的学校要求小论文发表出来在正规学术期刊就行。有的说研究生毕业，必须发表核心期刊，这个两说，所以问问你们导师就很快明白了。如果你着急发表，可以去淘淘论文网看下，那边可以帮忙快速发表。
