能。CoverLetter即致编辑的信，用在编辑初审阶段。最主要的目的就是以一种不那么正式的形式来“说服”编辑这项工作值得进行同行评议（外审），是对文章“正式”内容的补充。在文章初审阶段，编辑通常没有大把的时间对文章进行仔细的研读审查，CoverLetter是将您的研究成果“推销”给处理论文的编辑的绝好机会。由于研究的重要性有一个“在旁观者眼中”的因素，所以作者有必要利用这个机会简单明确地阐明。如果是初稿的话，可以不用写coverletter，修改稿最好写coverletter，说明你修改的地方，修回的稿件也可以不写，但最好附上对修改意见逐一的说明。

cover letter的读法、翻译、使用场景
首先注册，在里面依次把论文题目，作者顺序，审稿人，图片所用的版本，还有一些有关于学术道德的画对勾，最后上传手稿，只要把图片也放在手稿里面即可，字体两倍行距，随后系统会发信到通讯作者邮箱，告知投稿成功，等待分配编辑，分配好编辑后，编辑会发信到通讯作者邮箱，让填版权转让，版权提交后就等审稿意见吧

通过/acs，进入你的账户可以跟踪投稿的状态。关于投稿后的审核速度：ACS的期刊，投稿后直到让你修改前都是在Submitted to Editorial Office这个状态。有些ACS子刊审核2~3个月是正常速度。
