SCI论文指的是被Scientific Citation Index收录的期刊所刊登的论文。随着经济全球化，科学研究也日益全球化，SCI论文是进行国际科学交流的重要方式，而发表SCI论文的多少和论文被引用率的高低，是国际上通用的评价基础研究成果水平的标准。
无论是哪一类分区，sci期刊都是划分为四个区，都是按照影响因子高低进行的划分，影响因子由一区至四区递减，一区最高，四区最低，所以，sci期刊中一区期刊学术价值和影响力是最大的，四区期刊在sci期刊中就是综合实力最弱的期刊。 对于作者来说，期刊分区越高，期刊的发表难度越大，一区期刊必然比四区期刊难以发表，一般普通作者很难发表一区期刊，能发表二区期刊对于国内作者来说就已经实属不易了，三区四区相对容易一些，但也只是相对于一区二区期刊，即便是四区期刊，也比国内核心期刊的发表难度高出不少。
SCI有两个分区规则：JCR分区和中科院的分区JCR分区根据影响因子（IF值），某一个学科的所有期刊都按照上一年的影响因子降序排列，然后平均4等分(各25%)，分别是Q1，Q2，Q3，Q4中科院分区的方法：一区刊：各类期刊三年平均影响因子的前5%，二区刊：前6% ～ 20%，三区刊：前21% ～ 50%，四区刊：后51%～100%1963年美国SCI诞生时，其创始人加菲尔德（ECarfield）仅仅是为了向人们提供一种更新颖更独特的文献检索工具。其后，以普赖斯（DJPrece）为代表的科学计量学家将SCI用于科学活动规律的研究，以致逐渐发展成为国际权威性的科学技术评价工具。SCI作为论文与引文分析的重要手段，也被我国各级科研管理部门所重视，不少单位把它作为科研业绩考核的主要量化指标之一。早在上世纪80年代末期，南京大学即将SCI引入科研绩效考核体系，当时一篇SCI论文奖励约1000元。南京大学原校长曲钦岳认为，在社会转型期，国内学术界存在各种不正之风，对科研成果缺少客观的评价标准，加之某些专业国内专家数量少，同行评议实际操作难度很大，故有必要引入SCI进行科研业绩考核，以便有效地调动科研人员的积极性，更好地参与国际竞争。南京大学的做法在当时是一种管理创新，取得了明显成效。在上世纪90年代，南京大学SCI论文数量连续多年居于全国首位。1995年10月美国着名的《科学》（Science）杂志在其“中国科学”专刊中，对南京大学的这一做法进行了介绍。此后，国内高校和研究机构竞相仿效，纷纷将SCI论文纳入科研考评体系，极大地促进了我国SCI论文数量的增长，在国际上产生了积极的学术1963年美国SCI诞生时，其创始人加菲尔德（ECarfield）仅仅是为了向人们提供一种更新颖更独特的文献检索工具。其后，以普赖斯（DJPrece）为代表的科学计量学家将SCI用于科学活动规律的研究，以致逐渐发展成为国际权威性的科学技术评价工具。SCI作为论文与引文分析的重要手段，也被我国各级科研管理部门所重视，不少单位把它作为科研业绩考核的主要量化指标之一。早在上世纪80年代末期，南京大学即将SCI引入科研绩效考核体系，当时一篇SCI论文奖励约1000元。南京大学原校长曲钦岳认为，在社会转型期，国内学术界存在各种不正之风，对科研成果缺少客观的评价标准，加之某些专业国内专家数量少，同行评议实际操作难度很大，故有必要引入SCI进行科研业绩考核，以便有效地调动科研人员的积极性，更好地参与国际竞争。南京大学的做法在当时是一种管理创新，取得了明显成效。在上世纪90年代，南京大学SCI论文数量连续多年居于全国首位。1995年10月美国着名的《科学》（Science）杂志在其“中国科学”专刊中，对南京大学的这一做法进行了介绍。此后，国内高校和研究机构竞相仿效，纷纷将SCI论文纳入科研考评体系，极大地促进了我国SCI论文数量的增长，在国际上产生了积极的学术影响。 但是，仅注重SCI论文的数量而忽视质量，并不利于国家科技水平的真正提高。如2005年，浙江某高校一位教授因在SCI期刊上发表论文24篇，按照该校政策可以得到近17万元的奖金。可是这些SCI论文大多数发表在影响因子较低、质量并不很高的SCI源刊上，创新成分不多，学术影响不大。这种通过发表低影响因子的SCI论文以获奖励的做法，在国内高校中并非罕见。中国科学院文献情报中心在一份报告中指出，上世纪90年代以来，在影响因子排名前10%的国际一流SCI期刊上发表的中国论文，每两年以45%的速度增长；在被引用论文统计样本中，中国作者独着论文逐年增加，并超过了国际合作论文。国内有些大学每年发表的SCI论文数量，甚至超过了美国大学排名稳定在前5名的常青藤名校普林斯顿大学。但不容忽视的是，中国80%左右的国际论文分布在低被引区间和零被引区间。换言之，我国绝大多数国际论文只是发表而已，并没有引起同行关注，数量的增长远远超出质量的增长。大量的泡沫论文破坏了学术界的合理竞争秩序，浪费了科研资源，助长了不正之风，也给我国国际学术声誉造成很大的负面影响。 目前SCI核心库加上扩展库（网络版）有6000余种期刊，SCI库的期刊质量和影响力存在很大的差距，尤其是不同学科之间的SCI期刊，很难进行比较和评价。为了更科学地对学术期刊进行评价，对科研人员的工作业绩进行合理考核，中国科学院文献情报中心将JCR（《期刊引用报告》）公布的6000余种期刊分为13大类，在每一类期刊中根据期刊的影响因子及被引频率等指标分成四个区，期刊档次由高到低排列，其中第一区期刊加上第二区少量期刊，被界定为顶级刊物。目前已有部分高校根据中科院《JCR期刊影响因子及分区情况》的报告，将第一、二区的期刊论文确定为高水平论文，采取不同的奖励标准。如兰州大学规定：SCI一区论文每篇奖励奖金5万元；SCI二区论文每篇奖励奖金5万元；其它SCI、EI和权威期刊等相当级别的论文每篇奖励奖金1万元。在国外，也有按用SCI体系间接评价论文质量的有关政策。按照西班牙法律，研究人员如果在ISI影响因子排行榜上前1/3的刊物上发表文章，就能够得到奖励。芬兰政府将对大学医学研究的资助标准与发表论文期刊影响因子直接挂钩。可见注重论文质量，鼓励原始创新，已成为一种新的趋势。

SCI：(Science Citation Index)是由美国科学信息研究所(ISI)1961年创办出版的引文数据库。SCI(科学引文索引)、EI(工程索引 )、ISTP(科技会议录索引) 是世界著名的三大科技文献检索系统，是国际公认的进行科学统计与科学评价的主要检索工具，其中以SCI最为重要。优助医学补充SCI 是由美国科学信息研究所创建的，收录文献的作者、题目、源期刊、摘要、关键词，不仅可以从文献引证的角度评估文章的学术价值，还可以迅速方便地组建研究课题的参考文献网络。经过40年的发展完善，已从开始时单一的印刷型发展成为功能强大的电子化、集成化、网络化的大型多学科、综合性检索系统。SCI-E(SCI Expanded)是SCI的扩展库，收录了8000多种来源期刊，可通过国际联机或因特网进行检索。SSCI指社会科学引文索引。社会科学引文索引为SCI的姊妹篇，亦由美国科学信息研究所创建，是目前世界上可以用来对不同国家和地区的社会科学论文的数量进行统计分析的大型检索工具。CSSCI中文社会科学引文索引英文全称为“Chinese Social Sciences Citation Index”，缩写为CSSCI。用来检索中文社会科学领域的论文收录和文献被引用情况。
