二、国际物流发展的几点建议

自加入世界贸易组织后，我国经济开放程度不断深入，我国国际物流业也得到了突破性进展，逐渐与国际相接轨。与发达国家相比较，我国国际物流业起步晚，还处于初始阶段，存在的问题较多，其表现为国际货物运输能力较差，物流基础设施落后，物流网络化、信息化以及标准化程度低、对外贸易和国际物流的运作效率低、第三方物流发展缓慢、缺乏具有高素质的国际物流人才等方面。因此，我国在对外贸易中发展国际物流时，应注重解决以下几个问题。

第一，大力发展第三方物流。第三方物流是是指专门从事物流服务行业的企业，其具有专业化的特点，可以凭借这种优势以较低的成本为客户提供更优质的服务。如果由第三方物流企业承担大部分物流业，将会大大降低成本，提高物流效率的整体水平。因此，应从其他业务中将大部分物流业务分离出来，直接让第三方物流企业管理经营，让各个企业都侧重于自身核心业务的发展，从而增强企业竞争力。要鼓励非国有资本投入到物流行业中，让物资、供销、商业、储运等企业逐步发展为第三方物流服务角色，大力提倡物流企业经营主体、多元化投资、多样化物流服务。

第二，进一步加快国际物流基础设施建设，使得我国国际货物运输能力得以提高。要加快与国际相接轨的步伐，各级政府相关的主管部门应对国际物流基础设施建设进一步重视和加强，让国家与地区的物流发展规划与国际物流基础设施建设相衔接。鼓励各种机构尤其是科研院校加大对物流技术设备如条码、包装、储存、搬运、装卸、标志印刷信息管理、运输等的开发。同时还要将科研院校在技术和科技方面的优势充分发挥出来。使之与物流企业有机结合，从而提高物流企业的经营与生产管理能力。

第三，推动物流网络化、信息化以及标准化建设，提高对外贸易和国际物流运作效率。企业内部在进行网络连线规划时，应将国内运输与国际物流系统考虑，采用先进的运输设施、运输工具以及运输方式，改进运输路线，建立一个通畅、高效的国际物流系统网络。国际物流信息贯穿于国际物流全过程，因而建立科学先进的信息网络系统是现代国际物流发展的关键。而要实现国际物流标准化，就要在加强计量标准、物流用语、数据传输标准、技术标准、服务标准以及物流作业等方面的基础上，强化组织协调工作的标准化，结合国际标准让各个标准协调一致，从而使得国际物流效率得到真正意义上的提高。
