工程科学学报不好发。因为编辑初审，主要是考察论文是否符合杂志的办刊要求，也就是内容是否属于杂志的范畴之内。初审通过后才能送给专家复审，这个过程需要反复的修改再修改，复审通过即可排队等待刊发，所以不好发。《工程科学学报》是由教育部主管、北京科技大学主办的学术类科技期刊，1955年创刊，月刊，国内外公开发行。
是EI，2015年正常收录《应用基础与工程科学学报》是经国家科委和国家新闻出版署批准、国内外公开发行的综合性学术期刊(季刊，中国标准刊号CN11-3242/TB，ISSN1005-0930)。本刊由中国科学技术协会主管，中国自然资源学会主办，北京大学、清华大学、武汉大学、北京师范大学、中国科学院计算机语言信息工程研究中心、水沙科学教育部重点实验室共同协办。该刊被以下数据库收录：EI 工程索引(美)(2011)中国科学引文数据库(CSCD—2008)

当然是编辑初审，主要是考察你的论文是否符合杂志的办刊要求，也就是内容是否属于杂志的范畴之内。初审通过后好像还要交钱（有些不要），然后才能送给专家复审，这个过程需要反复的修改再修改，复审通过即可排队等待刊发，杂志社将通知你具体刊发时间。一般好的杂志都要半年或一年后才能轮到正式出版。
