中小企业人才招聘现状及对策分析摘 要：随着中国经济的发展，中小企业逐渐发展成为我国经济结构中不可或缺的重要组成部分。人才的重要作用也越来越被企业管理者重视。但中小企业人力资源管理的现状对人才聘用工作产生了一定的不利影响，对企业发展产生了阻碍作用。在分析中小企业人员聘用现状的基础上，提出了几点改进意见，具有一定的指导意义。关键词：中小企业；人才；招聘；人力资源0 前言随着我国市场经济的发展，中小型企业业已发展成为我国经济结构的重要组成部分，对经济繁荣和社会稳定具有一定的影响力。据国家经贸委提供的资料表明，目前我国中小企业已超过800万家，占全国企业总数的99%；中小企业工业总产值及实现利润分别占全国企业总数的60%和40%；在我国1500亿美元左右的出口总额中，约60%来自于中小企业。人才作为企业的核心资源在企业参与市场竞争过程中所起到巨大的作用日益得到重视。卡耐基曾说过：“即使将我所有工厂、设备、市场和资金全部夺去，但只要保留我的技术人员和组织人员，四年之后，我将仍然是钢铁大王”。可见，如何招聘到合适的人才便成为企业管理者必须思考的的严峻课题。1 我国中小企业人才招聘的现状1.1 人力资源管理机构和人员的设置不到位我国目前大部分中小企业在部门设置的时候并没有单独设置人力资源部，而是由办公室或行政部等部门兼任。企业对人力资源管理与开发工作的重视性不够，忽略了人力资源部是现代企业架构中不可或缺的重要组成部分，为企业正常、有序的发展提供了必要的支持。没有配备专门的人力资源管理人员，即使有，其日常工作也仅仅局限于管管档案、工资和劳保等，按照“静态”的、以“事”为中心的传统人事管理模式进行工作，没有行使到人力资源管理应尽的职责。1.2 对招聘工作不够重视相当多的中小企业对人员的招聘较为随意，更多时候是在人手紧缺或者员工大规模流失的情况下仓促进行招聘，缺乏人力资源计划做指导，在一定程度上对招聘结果产生了不良影响。对他们而言，招聘更多的时候是一种应急措施,而不是企业人力资源管理与开发工作的需要。另一方面，近几年来高校连续扩招，民办高校的陆续出现致使应往届毕业生人数急剧上升，导致人力资源市场上出现供过于求的现象。所以不少中小企业错误认为招到一个合适的人非常容易，反映在招聘工作中，思想上不重视，准备不充分，缺乏科学性、系统性，结果往往导致招聘工作以失败告终。1.3 招聘渠道相对单一人才招聘的渠道有很多种：现场招聘会、劳动力市场、网络招聘、猎头公司、校园招聘、平面广告招聘、内部选拔、熟人推荐等等，每种招聘方式都有其特定的优缺点以及人才储备的倾向性。例如，技术工人和一般办事人员可以到劳动力市场进行招聘，专业技术人员可以进行校园招聘相关专业的毕业生，中高级专业人才则可委托猎头公司进行物色。据调查，大多数中小企业仍多采用参加现场招聘会、到劳动力市场招聘、熟人推荐等传统的招聘方式，没有充分利用不同的招聘渠道，无形中减少了人才选择的范围，造成了一定的局限性。1.4 对岗位需要的人员缺乏正确的定位松下电器公司创始人松下幸之助曾经说过：“‘适当’这两个字很要紧，适当的公司，适当的商店，招募适当的人才，70分的人才有时候反而会更好。”松下幸之助认为人才的聘用应以合适企业为基准，并非越高级的人才就越好用。企业如果迷信100分的人才，可能就会忽略70分的人才。但是有时候，70分的人才更重视工作，更能以感恩的心全心全意地对待工作，能把工作完成得更好。对中小企业而言， 70分的人才更容易获得，花费的成本更低，利用的效率更高，70分的人才更能和企业共同成长。但是，目前有相当一部分的企业偏好招聘名牌院校毕业的学生，认为好学校培养出来的学生素质也高，这是无可厚非的。但毕业于名校学生是否都适合于本企业需要的，则没有加以考量。一旦双方发现并不合适，企业将会浪费本次招聘的成本，同时还要为下次招聘支付费用。调查结果表明，仅有不到40%的企业计算了每招聘一名员工所花费的成本。1.5 中小企业对应聘者吸引力较弱中小企业往往处于市场的弱势，竞争力不强。大型企业在市场占有率、资产拥有量、品牌效应、薪资水平、工作条件和员工职业生涯规划等方面占有很大优势，中小企业无法与之匹敌。同时，中小企业发展目标不明确，管理制度不健全，企业文化缺失，也是造成企业比较难以招聘到合适的人才的原因。2 改进中小企业人才招聘对策建议2.1 树立正确的人力资源管理观念企业人力资源管理为企业发展的战略目标服务，负责为其优化配备所需的人力，以提高企业经营效益。人力资源管理的主要工作包括职务分析、人员招聘、人员配置、人员培训、奖酬制度、绩效考核等。我们可以将人力资源管理定义为，通过对企业人力需求的分析，制定人力需求计划；通过选人、用人、育人、留人，把人力资源优化配置到组织中；通过考评和确定报酬；激励员工的工作积极性和能动性，控制工作绩效；通过培训，开发员工的潜能，进而支持组织战略目标的实现。要正确认识人力资源管理，首先应明确其与传统的人事管理的区别。传统的人事管理更侧重于事务性的活动，比如招聘、选拔、委派、工资、档案管理和人事规章制度的制定等。传统的的人事管理将人作为单纯的被管理、处置和安排的对象，而以解决“事”为重心，最关心的是用最少的人做最多的事。而人力资源管理以“人”为本，强调的是人是企业最宝贵的资源，通过合理的开发和管理，激发人的潜能，创造出意想不到的价值，达到企业和人才的双赢。2.2 招聘前做好充分准备（1）企业在明确了发展目标，制定了战略计划后，应统计出所需要的人员的类别及数量。在现有的人员储备的基础上，编制出人力资源需求计划，有的放矢的组织招聘工作。（2）编制适合于岗位需要的职务说明。明确该职务是完成何种工作；应聘者为了胜任此项工作，必须具备的何种能力；企业将如何对此进行考核等。职务说明应该尽量描述清楚，避免由于不具体的信息带来的无效招聘者，降低企业的招聘成本，减少不必要的浪费。（3）准备企业简介及招聘简章。招聘的过程一方面是企业寻找合适员工的过程，另一方面是企业进行自我宣传，展示企业形象，扩大企业影响力的过程。企业简介、招聘简章等资料都是企业进行对外宣传的窗口，都代表了整个企业的整体素质。因此，在准备时必须凸显企业特点，以其优势来吸引应聘者。2.3 科学、合理的组织招聘工作（1）组织招聘小组。招聘录用的人员必须满足相关部门的需要，因此仅仅由人力资源部单独完成招聘工作是不现实的。应由人力资源部牵头，联合各部门相关人员组建招聘小组，将招聘工作各环节进行细分，小组成员各司其职，共同完成此项任务。（2）应聘人员的选拔。应聘人员的选拔是招聘工作的关键环节之一，主要有面试法、笔试法、情境模拟法等方式。在选拔过程中，招聘人员应该客观、公平的进行工作，确保在应聘者中筛选出最适合的人员。2.4 对招聘工作进行总结（1）招聘效果的总结。在招聘工作结束后，企业应对招聘工作进行盘点：招聘工作是否按计划实施，招聘预算是否超支，招聘采用的渠道是否有效，面试方法是否合适，选择应聘者的标准是否能满足岗位要求等等。通过事后的总结和归纳，能够使企业在下次招聘工作进行中扬长避短，进而总结出一套符合本企业特点的招聘策略，更有效更快捷的寻找到合适的目标员工。（2）建立人才储备库。在招聘过程中，企业有时会有遗珠之恨，有些条件符合企业需求的人才，但因为人力资源计划的限制，企业无法都加以录用，但是在今后的企业规划发展过程中又可能需要此类人员的加盟。作为人力资源部，应将这类人员资料建档保存，以备不时之需，这样既提高了招聘速度，又降低了招聘成本，对人力资源规划管理起到了促进作用。2.5 营造有利于企业和员工共同发展的公司文化企业文化是一种客观存在的文化现象。构成企业文化一般有五个要素：企业环境，价值观，突出人物，典礼和仪式，文化网，即基层的沟通方式等。未来人力资源管理的一个明显转变，就是特别重视“文化管理”的影响，重视对企业文化的形成、保持和培育。中小企业尤其需要用优秀的企业文化来鼓舞和凝聚员工。旗帜鲜明的企业文化，是该企业有别与其他企业的特殊标识，可以吸引志同道合的人才与之共同奋斗，共同成长。人才已成为企业确立竞争优势，把握发展机遇的关键。人才招聘仅仅是人力资源管理与开发中的一个环节，如何使人才更好的为企业服务，创造更大的价值，企业管理者任重而道远，需要企业在日常运作过程中根据各自特点不断的进行实践和总结，找到合适于本企业的行之有效的人力资源管理模式。参考文献〔1〕�王嘉星. 论中小企业技术创新战略〔J〕. 现代管理科学， 2004,(08).〔2〕�吴晓，李立轩. 中小企业人力资源管理与开发〔M〕. 北京：清华大学出版社,2005.〔3〕�曾昭毅，徐丹丹. 中小企业如何做好招聘工作〔J〕. 中国人力资源开发. 2003,(09).〔4〕�杨文京. 中小型企业怎样有效开展招聘工作〔J〕. 人才资源开发,2006,(04).〔5〕�汪克夷. 管理学〔M〕.大连：大连理工大学出版社,2001.〔6〕�王方华，吕巍. 企业战略管理〔M〕. 上海：复旦大学出版社,2002.
