产品占全球的比重上升到，总量已接近世界排名第二的日本 信息产业部综合规划司司长王建章在“2003中国信息产业基地建设与发展高层论坛”上说：我国实施电子信息产业强国战略和大举推动电子信息产业基地建设的条件已经成熟。随着全球电子信息产业结构调整，全球范围内新的分工体系正在形成，世界电子信息产品制造明显向我国转移。 首先，电子信息产业梯度转移模式十分明显。低成本、高质量才能达到市场占领的要求。电子信息产业正在从美国和欧洲向发展中国家转移，我国投资环境好，劳动力水平高，劳动力资源丰富，正好符合发达国家的产业转移要求。其次，世界电子信息产品制造业正从单纯的加工制造向制造研发转变。跨国公司投资从加工制造向培训研发的知识型领域延伸。同时，电子信息产业的基地集聚效应逐步显现，相关配套产业高度集聚，比如马来西亚的多媒体走廊、我国的长江三角洲、珠江三角洲、环渤海湾地区。因此，应抓住全球产业转移的机遇，大举推动国家信息产业基地的建设，争取在今后的10至15年时间里，促进电子信息产业持续健康发展，提升我国在全球电子信息产业链中的地位。 从国内来看，经过20多年来的发展，电子信息产业已经成为门类齐全，产业规模较大的国民经济支柱产业。在全国工业系统中，电子信息产业已明显占据了榜首位置。从总量上看，我国已接近世界排名第二的日本。2002年，我国电子信息产业销售总额为1693亿美元，而日本为1800亿美元。我国占全球电子信息产品的比重，也从1996年的，上升到2002年的，我国已成为名副其实的电子信息产品制造业大国。部分产品如电话机、手机、程控交换机、音响、彩色电视机以及部分元器件产品的产量已居世界榜首。 另外，我国的科研技术队伍不断壮大，部分产品的研发已接近世界水平。产业集聚效应开始显现，形成了上海的集成电路基地、苏州的台商基地、京津地区的移动通信基地，以及深圳、厦门、西安等基地。这为我国实施电子信息产业强国战略奠定了坚实的基础。
