小白求助！
最近投了IEEE ESL，然后返修意见给的是 Revise & Resubmit as New，并且给一个月的时间修改。大概看了一下两个审稿人，他们的修改意见都没有太多，修改难度还算可以。
想问一下这个as New的意思是重新提交以后，就不一定是原先的审稿人和编辑了吗？然后我resubmit的时候还要写cover letter么？请有经验的大佬帮忙解答一下，非常感谢！
编辑返回的邮件见下：
In view of reviewer feedback, we must decline the manuscript for publication in the Embedded Systems Letters at this time.  However, a new manuscript may be submitted which takes into consideration these comments.

Please note that resubmitting your manuscript does not guarantee eventual acceptance, and that your resubmission will be subject to re-review by the reviewer(s) before a decision is rendered.

You will be unable to make your revisions on the originally submitted version of your manuscript.  Instead, revise your manuscript using a word processing program and save it on your computer.

Once you have revised your manuscript, go to ," and then click on "Create a Resubmission" located next to the manuscript number.  Then, follow the steps for resubmitting your manuscript.

Because we are trying to facilitate timely publication of manuscripts submitted to the Embedded Systems Letters, your revised manuscript should be uploaded as soon as possible but no later than a month from today.  If it is not possible for you to submit your revision within a reasonable amount of time, we will consider your paper as a new submission.

文章被撤稿，怎么办，谁有过这样的经历呢

经过一轮修改到编委会审查了，这之后还有没有拒稿风险呀，毕业相关，保佑顺利录取吧

各位家人们有没有适合的SCI3区的期刊推荐！本人的研究方向是循环冻融煤体的损伤机理研究，最好是非开源的。

我在edit模式下修改，做了一些改动。但是在选择preview生成pdf的时候，发现和edit下的不一样。比如删掉了一个单词，加了另一个单词，但是在创建的pdf中删掉的那个单词还在，而且根本语句不通。这是怎么回事。这个后期再排版会改变么。求求大神帮助！

我投了IEEE SENSORS JOURNAL，今年3期录用的，结果我去查了WOS检索，显示2和4期都检索了，1和3期没有检索，哪里出了问题？？急急急！！

username是我原先学校的邮箱，但是可能因为毕业无法登上邮箱（也许被注销了），试了很多密码都显示错误，因为登不上邮箱重置密码的邮件我也收不到。之前用这个账户上传了一段序列，要求论文见刊的时候公布，现在登不上账户根本没法查看。

小硕小白，第一次投稿，看别人都是复审后就会有意见，我的怎么又送外审了，请问这种状态正常吗？
有没有有经验的师兄师姐来说说？是不是凶多吉少？我好提前做个心理建设！急急急

小弟投稿了一篇Zeitschrift für Kristallographie - New Crystal Structures，参考文献引用了一篇硕士毕业论文，但编辑说Please provide the publisher name and publisher location for the reference [8].
